AVIATION CHARTER MANAGER – MINING, OIL & GAS
The PNG Recruiter Limited is currently recruiting on behalf of our client for a highly experienced and commercially driven Aviation Charter Manager with strong experience in the Mining, Oil & Gas sectors.
Our client is an established organisation operating within Papua New Guinea’s aviation sector, providing aviation services to corporate, government and resource-sector clients.
Position Location: Port Moresby, Papua New Guinea

Key Responsibilities
- Develop and grow the charter aviation market, with a particular focus on Government, Mining, Oil & Gas and other resource-sector clients.
- Maintain and oversee existing charter contracts, ensuring contractual obligations and service requirements are met.
- Ensure compliance with applicable aviation regulations, Service Level Agreements (SLAs), safety standards and contractual requirements.
- Conduct contract reviews and risk assessments to identify operational, commercial and safety risks.
- Manage and participate in contractor audits to ensure compliance with required safety and performance standards.
- Prepare detailed contract performance reports for senior management.
- Assess contract profitability, operational efficiency and associated risks and identify opportunities for continuous improvement.
- Manage contract renewals, amendments and modifications in alignment with organisational objectives.
- Conduct research into Papua New Guinea’s charter aviation market to identify emerging trends, commercial opportunities and potential new markets.
- Provide commercial insights on competitors, market conditions and pricing strategies.
- Identify and pursue new charter contracts and strategic partnership opportunities.
- Develop customised charter solutions for corporate, Government and resource-sector clients.
- Negotiate and secure new business agreements with organisations requiring charter aviation services.
- Oversee service delivery for charter clients and ensure operations meet agreed contractual obligations.
- Coordinate the effective execution of charter flight schedules, ground handling and associated logistics.
- Address and resolve service delivery issues to maintain client satisfaction and contract integrity.
- Work closely with flight operations, ground services and maintenance teams to ensure reliable service delivery.
- Monitor aircraft availability and scheduling against contractual commitments.
- Develop and maintain regular charter performance reports and key operational indicators.
- Implement initiatives to improve on-time performance, minimise cancellations and improve overall operational efficiency.
Qualification & Experience Requirements
- Tertiary qualification, preferably in Business, Finance or a related discipline.
- Minimum of 5–10 years of relevant industry experience.
- Demonstrated experience managing commercial contracts.
- Experience with Mining and/or Oil & Gas aviation contracts in Australia, Asia or South Africa will be highly regarded.
- Previous experience working in Papua New Guinea or other emerging market economies would be an advantage.
- Strong understanding of commercial aviation, charter operations and contract management.
- Demonstrated ability to identify and develop new business opportunities.
- Strong commercial awareness with the ability to assess contract profitability, operational performance and risk.
